Provincial Road 823D Project is basically completed, and is expected to open by the end of this year
Good news on the key projects
According to the Provincial Construction Investment Project Management Board, the Provincial Party Congress for the 2020-2025 term identified 3 key projects, including the completion of Tan An City Ring Road, Provincial Roads 830E and 827E projects.
To date, Tan An City Ring Road has been completed and put into use, serving the needs of travel and freight transport and playing an important role in urban infrastructure development, traffic connection, and socio-economic development of Tan An City and neighboring districts.
Along with that, the province also focuses on completing large, important key projects such as Provincial Road 823D -the new northwest opening axis connecting Long An - Ho Chi Minh City, Ho Chi Minh City Ring Road 3 Project through the province.
After the construction period, up to now, these projects have basically met the requirements. In particular, the Provincial Road 823D project has also been technically opened to traffic and is focusing on completing the items to put into operation at the end of this year.

The 823D Provincial Road Project is basically completed, and is expected to open by the end of this year
According to the Director of the Provincial Construction Investment Project Management Board - Nguyen Van Hung, the Provincial Road 823D project was started at the end of December 2021 with a total construction investment of 1,106 billion VND. The project is 14.27km long, starting at the border of Long An province and Ho Chi Minh City, ending at Hau Nghia roundabout, intersecting with National Highway N2, Provincial Road 825, Ho Chi Minh City Ring Road 4 and Ho Chi Minh Road.
During the implementation of the project, the contractors encountered many difficulties due to problems with the site, unfavorable construction conditions, difficulties in transporting construction materials, and a scarcity of sand for filling.
However, with the direction of the Provincial People's Committee, the active support of departments, branches, localities, and the spirit of responsibility and determination of the construction units, after more than 3 years, the project has basically completed the main items, the construction output reached 70% of the project volume.
Recently, on the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day, the Provincial People's Committee officially opened the technical traffic route, creating conditions for contractors to continue completing the items towards the inauguration and official use of the project in 2025.
For the key project Provincial Road 830E, although there are still some problems with the site clearance, the contractors have made efforts to implement the construction packages with the progress reaching 34-56%, ensuring completion by the end of 2025.
In particular, for the Ho Chi Minh City Ring Road 3 project through the province, construction has been carried out at lightning speed on all 3 main construction packages with the implementation value of the entire project reaching about 63%, ensuring compliance with the plan and progress milestones required by the Government. This is also a project that the province strives to open to technical traffic on September 2 on the occasion of the 80th anniversary of the founding of the country.
Accelerating the completion of key construction projects

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee - Nguyen Van Ut inspects the progress of the Ho Chi Minh City Ring Road 3 project, the section passing through Long An province
Recently, at the Ho Chi Minh City Ring Road 3 project, the section passing through the province, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee - Nguyen Van Ut and the working delegation of the Provincial People's Committee directly surveyed and inspected the progress of the bid packages.
After the inspection, he requested departments, branches and localities to coordinate and work to ensure that the project will be technically opened to traffic on September 2, on the occasion of the 80th anniversary of the founding of the country, and put into use by October 30. In response to the progress requirements, the construction spirit of the units in the 3 bid packages is very urgent.
“With the requirement of technical traffic opening on September 2, the XL1 Project Management Board has developed a specific construction plan, requiring contractors to focus on mobilizing human resources and machinery, speeding up the construction progress. In particular, the contractors have mobilized nearly 70 vehicles and machinery along with more than 20 technical engineers and more than 70 workers to focus on 3 shifts/day to complete the expressway section. We also thoroughly instructed the 3 main contractors and 1 subcontractor to speed up the construction, and to work without days off. With the current progress, we are committed to completing the crushed stone grading in July and asphalt paving in August” - Director of the XL1 Project Management Board, Ho Chi Minh City Ring Road 3 - Ha Van Hung said.
Along with the XL1 package, the other two main packages of the project, XL2 and XL3, are also being focused on to ensure the technical traffic opening of the entire project on September 2.
While the construction progress of the Ho Chi Minh City Ring Road 3 project through the province is quite favorable, currently, the Provincial Roads 823D and 830E projects are facing the same problem due to the limited supply of construction stone materials, affecting the construction progress of the contractors.
According to Mr. Nguyen Van Hung, previously, the Tam Phuoc - Phuoc Tan mine cluster included Tan Cang 1 and Tan Cang 7 mines to serve the project construction under the contract. However, Dong Nai province is currently assigned by the Government to coordinate these mines to supply materials for key traffic projects such as Long Thanh International Airport and Bien Hoa - Vung Tau Expressway, so they cannot supply materials to the province's projects. At the same time, contractors also face many difficulties in accessing clusters of mines and quarries to find alternative sources of materials that meet project standards for project construction.

Key project Provincial Road 830E is under construction
However, with the requirement to complete key projects soon, the Provincial Construction Investment Project Management Board is proactively working with the Department of Agriculture and Environment of Dong Nai and Binh Duong provinces to support the allocation and create conditions for contractors to access sources of construction stone materials with sufficient reserves and quality for key traffic projects in the province.
“Currently, the Board also requires contractors to proactively arrange vehicles, machinery, and human resources to construct according to the contract schedule at locations and sections where the ground is available for construction, speed up the completion and put into use of projects according to plan, creating momentum for socio-economic development.” said Mr. Nguyen Van Hung./.
Over 4,700 billion VND to build 3 bridges on Provincial Road 827E
For the key project Provincial Road 827E, at the 24th Session, the 10th Provincial People's Council approved the investment policy for the project of 3 bridges with a total capital of over 4,700 billion VND.
The three bridges on Provincial Road 827E include bridges over Can Giuoc River, Vam Co Dong River and Vam Co Tay River.
In which, Can Giuoc Bridge includes a bridge section with a length of about 568m and a road section approaching the bridge with a length of about 1,482m; the bridge section is designed with reinforced concrete and prestressed reinforced concrete structure; the main span is a steel arch 90m long, load capacity HL93.
Vam Co Dong Bridge is designed with reinforced concrete and prestressed reinforced concrete structure; The main span is cable-stayed, designed load HL93 with a bridge length of about 1,356m.
The Vam Co Tay bridge is designed with reinforced concrete and prestressed reinforced concrete; the main span is extradosed, load HL93 with a bridge length of about 1,412m.
The construction of 3 bridges on Provincial Road 827E contributes to gradually completing the route, forming a continuous route from Ho Chi Minh City through Long An to Tien Giang, meeting the conditions to propose the Ministry of Construction to consider upgrading to National Highway 50B according to the approved planning.
The route completion will contribute to strengthening traffic connections between the provinces of the Mekong Delta and Ho Chi Minh City, reducing traffic pressure on National Highways 1, N2 and 50, expanding development space along both sides of the route, promoting socio-economic development of the province.
