Efforts to successfully complete the task

The strong outbreak of the 4th Covid-19 epidemic has caused a sharp decrease in state budget revenue due to the suspension of production and business or the reduction of the scale of operations in the context of implementing the Government's instructions. Provincial People's Committee on preventing and controlling the Covid-19 epidemic, along with deploying and implementing the policies to remove difficulties for production and trade, and ensure social security.

However, with the determination to successfully implement the "dual goals" of both preventing and controlling the Covid-19 epidemic and economic development, the Provincial Tax Department has set out key tasks and groups of solutions to deploy and implement in the whole industry, thereby, both supporting taxpayers to overcome difficulties and challenges, while strengthening tax management and preventing loss of state budget revenue. As a result, the tax revenue in 2021 is estimated at 14,500 billion VND, reaching 119.1 percent of the central estimate, reaching 115.2 percent of the local estimate and continuing to rank first in the Mekong Delta provinces on state budget revenue.

Director of the Provincial Tax Department - Nguyen Van Thuy said that the above results was thank to the Provincial Party Committee, the Provincial People's Committee, the Steering Committee to urge the provincial budget collection; Party committees and authorities of districts, town and city regularly pay attention and issue many drastic directive documents on state budget collection. The People's Council and Provincial People's Committee have promulgated mechanisms and policies to encourage investment, develop production and business in order to attract enterprises to invest in production and business development in the area.

Especially, right from the first days of the year, the tax sector has been well prepared to promptly deploy tax collection management tasks and solutions, on the basis of closely following the tasks and solutions for socio-economic development in 2021 promptly proposed and advised the Party committees, local authorities, the Steering Committee to urge budget collection at all levels in directing and administering budget revenue to manage and firmly grasp the revenue sources that can be collected to urge timely collection into the state budget.

At the same time, the tax sector strengthens the management of subjects, tax declaration in order to properly manage arising objects, firmly grasp the "health" and fluctuations in the production and trade of enterprises, especially the key enterprises; focus on inspecting and inspecting businesses with high tax risks, businesses showing signs of buying and selling invoices, focusing on inspection work at tax offices instead of checking at taxpayers' offices in the tax law in the epidemic prevention and control, but still achieved high results.

In addition, the Tax sector has strengthened the urge to collect tax debt effectively and manage the collection of land revenues, calculate and collect them into the state budget in a timely manner according to regulations. In addition, the tax sector also promotes reform of administrative procedures, modernization and electronicization at all stages of tax administration, from registration, declaration, tax payment to tax refund, risk management, tax debt management. Accordingly, enterprises register for electronic tax declaration over 99 percent; electronic tax payment over 98 percent; make 100 percent electronic tax refund dossiers in case of export value-added tax (VAT) refund and investment project's VAT refund.

In addition to the specific goals that the tax industry has set and always implements closely, the provincial tax sector always monitors, analyzes and evaluates closely the "health" situation of businesses in the province, especially during the time when businesses were heavily affected by the Covid-19 pandemic.

To remove difficulties for businesses and people, recover and promote production and business, the Provincial Tax Department directed the whole industry to smoothly, quickly and promptly implement support policies on extension of time. pay taxes and land rents; exemption and reduction of taxes, fees, charges and land rent issued by the Government and the Ministry of Finance to support businesses and people affected by the Covid-19 epidemic.

Accordingly, the tax sector has issued many documents to organize the timely implementation of a number of solutions to remove difficulties and support businesses and people affected by the Covid-19 epidemic according to Resolution No. 68/NQ. -CP, dated July 1, 2021 of the Government on some policies to support employees and employers facing difficulties due to the Covid-19 pandemic; Decision No. 23/2021/QD-TTg, dated July 7, 2021 of the Prime Minister regulating the implementation of a number of policies to support employees and employers facing difficulties due to the Covid-19 pandemic; etc.
Resolution No. 406/NQ-UBTVQH15, dated October 19, 2021 of the National Assembly Standing Committee on promulgating a number of solutions to support businesses and people affected by the Covid-19 epidemic; Decree No. 52/2021/ND-CP, dated April 19, 2021 of the Government on extending the deadline for payment of VAT, corporate income tax, personal income tax and land rent in 2021; etc.

Decision No. 27/2021/QD-TTg, dated September 25, 2021 of the Prime Minister on the reduction of land rent in 2021 for those affected by the Covid-19 epidemic. On that basis, the Tax sector promptly resolved support policies on tax payment extension of over 620 billion VND; policy of exemption and reduction of over 500 billion VND.

With a province heavily affected by the impact of the Covid-19 epidemic, but with the great efforts of the tax industry, the business community and the attention of leaders at all levels and sectors, the revenue results are good. as it is now is totally worth it.
