Speeding up compensation and site clearance Provincial Road 823D project

Provincial Road 823D is the new Northwest axis connecting Long An with Ho Chi Minh City with a total length of 14.27km. The width of the road surface is 4 lanes 14m wide, 2 parallel lanes 7m wide, road base 32m - 40m wide. Total investment is nearly 1,106 billion VND.

The project has a clearance area of 105.79 hectares, with 1,289 households and 5 organizations affected. Up to now, the District Project Management Board has calculated land and assets on land and applied prices, prepared compensation plans, and was approved by the District People's Committee. Recently, Duc Hoa district coordinated with communes and towns to pay compensation to 1,208 households and 1 organization, with an area of over 87.3 hectares, an amount of over 3,062 billion VND.

The project started construction on December 28, 2021 by the joint venture of Hai Duong Dyke Construction and Rural Development Joint Stock Company - Hoan Hao Company Limited - Trung Thanh Investment and Construction Company Limited with a contract of 946 billion VND. Currently, contractors are implementing 7 phases: Digging and sanding the road base (reaching 12.20/14.27km); red gravel (reaching 4.14/14.27km); Lower layer stone gradation (reaching 2.60/14.27km), upper layer stone gradation (reaching 1.3/14.27km); sidewalks, median strips (reaching 1.3/14km) and sewers (reaching 7.64/12.24km), the volume implemented to date has reached 29.62%.

At the meeting, relevant departments, branches and localities also presented difficulties and obstacles and proposed ways to resolve so that the project can be implemented on schedule.

The main difficulty is that some households have not agreed to receive compensation due to disputed land, complaining about the low compensation price and requesting to buy preferential resettlement plots. The construction of sewers and road surfaces still has problems, some households have not agreed to hand over the construction site and the unit price of red gravel material has increased, etc.

Secretary of Provincial Party Committee, Chairman of Provincial People's Council - Nguyen Van Duoc highly appreciated Duc Hoa District People's Committee for its creative approach in site clearance and resettlement work, achieving many positive results in project implementation. In addition, he asked the district to proactively review and focus on mobilizing people to agree on the policy to soon and hand over the site.

The Provincial Party Secretary also requested that provincial departments and branches focus on supporting the district, promptly removing obstacles and difficulties, contributing to ensuring project implementation on schedule.

Land clearance and investment in transport infrastructure are important tasks

At the meeting, delegates also heard reports on the progress of implementing the Huu Thanh Industrial Park and Nam Thuan Industrial Park projects. Regarding the Huu Thanh Industrial Park, the project has a scale of 524.14 hectares with a total investment capital of 5,253 billion VND. To date, the district has organized compensation payments to 1,267/1,309 households, with an area of over 505 hectares with an amount of over 1,770 billion VND. There are currently 42 households that have not received money with an area of 18.7 hectares.

Nam Thuan Industrial Park (Duc Hoa Dong commune, Duc Hoa district) is an important project in the development plan of Dai Loc Long An Joint Stock Company. The project has a site clearance area of 341.4 hectares; 575 households and 2 organizations are affected. To date, the district has paid project compensation to 507 households and 1 organization with an amount of 302.7 billion VND.

Both industrial parks encountered difficulties in site clearance. Some households did not agree to receive compensation or hand over land; planning, licensing construction of traffic connections, etc.
