Provincial People's Council supervises Provincial People's Committee on solid waste planning and treatment
On September 7, the supervisory delegation of Long An Provincial People's Council led by Standing Vice Chairman of Provincial People's Council - Mai Van Nhieu had a meeting with Provincial People's Committee on solid waste planning and treatment. Vice Chairman of Provincial People's Committee - Nguyen Minh Lam and leaders of relevant departments and branches received and worked with the delegation.
At the supervision, Vice Chairman of Provincial People's Committee - Nguyen Minh Lam said that the Government's general view is that economic development must go hand in hand with environmental protection, recently, environmental protection work is focused by provincial leaders, directing all levels and branches to ensure organizations and individuals activities to comply with laws on environmental management, including solid waste management.

The Provincial People's Committee issued Decision No. 4174 on waste treatment location planning and Decision No. 4528 on adjusting the province's waste treatment location planning for the period 2010-2020, vision to 2025. At the same time, the province is submitting the planning of solid waste treatment locations to the Prime Minister for approval to integrate into the Provincial Master Plann for the period 2021-2030, with a vision to 2050.

The whole province currently has 24 collection units, 4 domestic solid waste treatment locations, and 5 waste treatment units operating in industrial zones and clusters. Currently, the work of collection, transportation and treatment of waste in the locality is relatively stable, and there is no garbage jams. The collection units also focus on environmental protection in the process of collection and transportation such as equipping specialized garbage compactors, appropriate garbage collection time to limit the impact on people's daily life, implement technical measures to limit spillage and leachate during transportation, etc.

However, in reality, localities have not yet agreed on this work because general regulations have not been issued, and it is still difficult to apply prices; planning for landfills have not yet attracted investors, etc.
In addition, some localities have not timely allocated funds for the collection, transportation and treatment of daily-life solid waste, and regularly not paying the waste collection, transportation and treatment unit on time.
In particular, the work of fee collecting in localities has not been fully implemented, leading to annual compensation for expenditures by the local budget as well as no sanctions for people not paying collection fee.
The actual collection and treatment of waste in localities still has many shortcomings
Through discussions at the supervision session, the delegation asked the Provincial People's Committee to clarify some results of the review and overcome the limitations raised in previous terms; implementation of planning for household solid waste collection points; handling problems and difficulties in implementing documents of the Provincial People's Committee related to waste classification at source, contracts for collection, transportation and treatment of daily-life solid waste; allocating budget for planning and investment in solid waste treatment; regulations on management of collection, transportation and treatment of hazardous medical waste, etc.

Speaking at the supervision session, Standing Vice Chairman of Provincial People's Council - Mai Van Nhieu requested that the Provincial People's Committee strive to overcome the limitations pointed out by the delegation after the supervision. In particular, the Provincial People's Committee needs to implement solutions to speed up investment progress, clearly define the roadmap for approved solid waste treatment plans; planning management must be stable and sustainable, ensuring resources for implementation.
He noted that the Provincial People's Committee and local sectors need to diversify forms of propaganda and to raise people's awareness of environmental protection; focus on promoting the role of agencies and unions, improving staff capacity, integrating programs to effectively implement the collection, transportation and treatment of solid waste to ensure compliance with targets that have been set./.
